Procedures for Application for Listing on HDB's Materials List |
|
This is a useful guide for suppliers who wish to apply to list their products on the HDB's Materials List.
Please read through the entire guide and terms of use before applying for listing.
Before applying, the supplier must check if the product can meet HDB's evaluation criteria.
The evaluation criteria for each product are appended under the respective products listed in 'Product Evaluation Requirements'.
The evaluation criteria would cover some or all of the following:
(a) Testing to show compliance with specific performance requirements. The supplier may be required to engage an accredited laboratory to carry out independent sampling of their product for testing;
(b) Shop drawings to show compliance with HDB's design, eg. doors, windows, metal gates;
(c) Examination of the physical design or attribute for which samples need to be submitted;
(d) Listing in the TUV SUD PSB Corporation's Product Listing Scheme (PLS) for products such as fire rated doors or emergency exit lights;
(e) Manufacturer's record or product track record for products, which have greater risk in quality deviation due to production or raw materials (eg. tile adhesive);
(f) Observation of actual performance (eg. pumps) or on the worker's application for products which are highly dependent on the workmanship for proper application.

Suppliers shall apply via the online forms available on this site. Please click here
The supporting documents to be submitted include:
(a) Track record of supply
(b) Original or certified true copy of relevant test reports by accredited / approved laboratories
(c) Catalogues / Brochures / Technical specifications
(d) Certification of quality assurance system of the manufacturer (eg. ISO, PLS, etc)
(e) Approval letters by other authority where applicable (eg. ENV, EMA, etc)
(a) Track Record must be on a coloured scan copy of your company's letterhead and signed, stamped with your designation indicated. Please indicate the recent 3 years projects with the "year" besides the project.
(b) Test Report must be in colour and scan from the original report; tested in an accredited lab as per HDB Specs.
(c) Technical Literature/Brochure must be a coloured scan copy showing the relevant technical details and images of your product.
(d) ISO certificate may be accorded recognition only if it is awarded based on the manufacturer and design of the product.
(e) Photographs must be taken from different perspective to illustrate the vivid picture of your product.
The supplier must indicate the selling price of the products on the application.

The products (if our evaluation criteria are met) will be listed for three years if the manufacturer is ISO certified for his production of the product. A shorter validity period will be given to those products not produced by an ISO certified company.
The supplier shall make any required re-application three months before the expiry of the listing period.
